Free for work, many databases: DBeaver Community
Open source, cross-platform, with installers that bundle their own Java runtime. It's the default answer for “free and allowed at work”. Free for work, SQL Server only: SSMS or VS Code with the MSSQL extension
Both are free from Microsoft. SSMS 22 is the deep administration tool, on Windows 11 and Windows Server only. The VS Code MSSQL extension runs everywhere and now has execution plans, schema compare and SQL notebooks. Neither connects to PostgreSQL, MySQL or Oracle.
